1. New Industrial Facility in Bugesera to Support Construction Material Manufacturing
In July 2025, a Rwf 13 billion factory owned by HQ-Aqua Plastic Ltd opened in Bugesera Industrial Park to produce essential construction and sanitary hardware locally. The plant’s products include plumbing and electrical fittings, water system pipes, wall panels, LED lighting and glass shower enclosures. It has a daily production capacity of up to five tonnes and will significantly reduce reliance on imported construction materials, supporting interior finishing works and installation projects in both residential and commercial buildings.
The facility occupies one hectare within Bugesera’s growing industrial zone, which is being developed in phases. Once complete, the park is expected to generate 45,000 jobs and attract over USD 400 million in foreign investment, contributing to the Rwanda National Strategy for Transformation (NST2).
2. Fortis Green Eco-Housing Estate Begins Construction
In October 2025, Fortis Green Housing launched development on the Eco-Housing Estate in Masaka Sector, Kigali. This USD 25 million project addresses demand for sustainable, affordable residential housing and is being built on a seven-hectare site.
Key elements of the estate include:
51 single-family homes
33 townhouses
302 apartments
The first phase, consisting of homes and townhouses, is expected to be completed by early 2026, while the initial apartment blocks should be ready within about 11 months of the October 2025 launch. The full development is planned to be finished within two and a half years, offering modern housing options for diverse resident income brackets.
3. Major New Infrastructure Projects Launched in 2025
In 2025, the Government of Rwanda and development partners launched a series of ambitious infrastructure projects designed to enhance connectivity, urban living conditions, and regional cooperation:
Burundi–Rwanda Integrated Development Project (BRIDEP)
Initiated in March 2025 with co-financing from the African Development Bank and the Rwandan government, BRIDEP aims to expand transport and trade infrastructure between Rwanda and Burundi, supporting economic growth and cross-border exchange.
Nyabisindu Rehousing Project – Kigali
Launched in May 2025, this project focuses on relocating families from informal settlements into planned, climate-resilient neighbourhoods. The development spans 38.54 hectares and will include 1,639 housing units, markets, schools, green spaces, and access roads.
Other Housing and Mixed-Use Developments
Multiple residential towers and mixed-use constructions have begun, including multistory apartment complexes with parking capacities and supporting infrastructure. These developments aim to meet housing demand and urban employment needs.
